So Octavius (whom you can't ever get again) is dismissable, but Alash (whom you can ever get again) is not? What's up with this, game?!?!

    You can't dismiss a unit once you have gained a level or skill or otherwise improved the unit. This goes for any unit 4 stars or otherwise.

      But Octavius has a level 8 skill, level 147 minions, and he is level 35. So...
